ENGINEERING CONSTRUCTION WORKFORCE SOLUTIONS

Allisten Limited is an employment and international recruitment consultancy firm with offices in the UK and Sourcing teams throughout Poland and eastern Europe. We can service clients throughout Europe. We allow client companies with limited labour resource to access to large numbers of qualified and available staff thereby enabling them to service contracts for large projects knowing they can access a professional workforce.

Our main activities is the sourcing of skilled personnel for the engineering construction industry and for other sectors: engineers, technicians, tradesmen (welders, carpenters, bricklayers etc.) and labour.

We typically charge a negosiated monthly contract fee for the duration you engage the workers that we source on your behalf. We have access to a large database of excellent workers with long work histories of working abroad. Our clients can engage the workers on their books for short or long terms. Depending on the length of the contract a fee is negotiated.

We commit to being able to source and supply the labour resources necessary to fulfil the requirements of our customers.

Our Head Office is located in North Finchley, London. Allisten has a network of sourcing teams in Poland and partners in other Eastern European countries, from where we are able to recruit the best possible candidates.

Our core area of expertise is the recruitment of skilled personnel for the engineering and construction industry (shuttering carpenters, steel fixers, site managers, coded welders, pipefitters, platers, mechanical fitters, riggers etc.).
We are able to provide complete teams of workers who are used to working together.

We ensure that all potential candidates are of good quality with appropriate experience, in addition to their references being checked, before they are presented to the Client. This ensures the Client receives a highly efficient service with the most suitable candidates presented to them who match the requested criteria.

What we do

Allisten can also source skilled tradesmen in supervised teams to support large engineering and construction projects. We source workers from the UK, from Poland, and from other Eastern European countries.

We are very much aware of the high quality requirements in the industry.
Our sourcing process includes not only search and selection, from our extensive database, but also verification of skills and practical assessment.

Allisten gives you a direct access to foreign labour markets primarily in Poland, but also other countries. All the people we provide have appropriate qualifications, work experience and references checked. Translations of their documentation can be made available if required.

Any immigration proceedings are arranged and dealt with by Allisten. Bureaucracy and paperwork are kept to a minimum. We also assist with the worker's travel arrangements, accommodation. Our multilingual representatives can be available during arrivals and their induction into your company - and if required, for the entire contract period.

All the foreign workers come from abroad for a particular assignment and therefore we do not normally provide temporary workers for very short periods, for example, one or two weeks. The minimum duration is 3 months. In most cases, the period between the Client's order and the start of assignment is no longer than three to four weeks and is often shorter. Obviously very short-term requirements will result in higher fees.

Different contracts are negotiated depending on circumstances but we are happy to develop a fee structure specific to your circumstances. For example over the duration of a project assuming you wish Allisten to carry out a complete service you can expect to pay a fee of 25-30% of the labour cost. This is invoiced monthly based on payroll data you supply to Allisten each month.

FAQ

Will the workers need a work permit? Are there any legal issues?

There are no work permit or other registration requirements for workers from European Union (EU) countries, including workers from Poland, Lithuania, Slovakia, Latvia, Czech Republic, Hungary, Estonia, Slovenia (A8 countries) Bulgaria and Romania (A2 countries)
Since the 1st of May 2004, work permits were not required anymore for workers from A8 countries. Since May 2011, workers from the A8 countries were not  required to register. On the 1st of January 2007 Bulgaria and Romania (A2) acceded to the EU.
Since 1 January 2014 none of the limitations above apply.
All the workers will have to apply for tax and social security locally. Allisten can offer assistance if required.

Are Polish workers and tradesmen qualified to European standards?

The Polish and western European education systems are similar. Polish certificates, titles and diplomas are in most cases equivalent to their Western European counterparts. As Poland is a member of the European Union, the procedure of accepting professional qualifications gained in Poland by respected European institutions is simplified. When, by dint of a particular task, formal qualification, or certification is not obligatory by law (the regulated professions), it is the employer who decides whether to accept Polish qualifications or not.

Can I meet my potential employees before they start working for me?

If English language is an issue then we recommend that you interview the candidates by telephone as this is the most cost effective method. We are more than happy to organise telephone interviews for you.
If you wish to meet your potential employees, we can organise interviews for you in Poland and other countries – depending on the workers’ origins. We are ready to arrange interviews with any number of candidates.
Travel and accommodation arrangements would be at the Client’s expense.
If the information above is not enough, do not hesitate to email us. We will answer all your questions.

What is the recruitment procedure?

The procedure is very simple. You agree a supply contract with Allisten for a specific service and a fee is agreed based on your requirements and duration. You outline who you need, what qualification and skills they should possess, when you require the workers and for how long and their remuneration package. We start sourcing though our database. We may require a small advance payment (to secure potential cost of potential cancellation). We send your request to our offices in Poland where our agents will search for suitable candidates. We send you details of all the candidates we believe are suitable for the job and meet all of your requirements.

Any candidate you show an interest in will have their qualifications verified and all their references checked. A criminal records check can be arranged on your request. After you have chosen the people you want to hire, we arrange for them to be on site at the designated start date. In case of bigger orders with many staff required, especially in the case of new Clients with no history of cooperation, it is advisable to split the order and deliver the workers in turn. It allows the completion of the order to run more smoothly and gives us the ability to adapt to the Client’s needs and expectations.

How much will it cost me?

Our fees are determined by a few factors. The rate reflects the cost of sourcing and the duration of the assignment. For skilled and semi-skilled workers higher fees apply. Our fee is calculated as a percentage of the wage cost of the workers paid monthly for the duration that you engage them. In the way the cost is spread out over the project rather than as an upfront fee.

How much should I pay the workers?

You should pay market rates, the same as you would pay any other person of similar experience and skill, doing the same job. Unequal pay, as well as any discrimination on the ground of race, nationality or ethnic origin is unlawful and workers paid below market rates quickly start looking for better paid jobs. Workers know their worth in today’s market.

Will the workers bring their own tools?

It is not common in Poland and Eastern Europe for workers to travel with their own tools. Tools will usually be provided by the employer. In some professions (e.g. specialised welders), one’s own tools are a standard and Polish workers will have them. The case of personal tools is often limited by the practicalities of transporting them overseas and technical matters such as different voltages, plugs etc.

What about accommodation?

Allisten never supplies workers overseas if there is no accommodation organised. If the Employer provides accommodation, then it makes the process faster and easier and the remuneration expectations are lower. If the Client is unable to provide accommodation, Allisten will, at the very least, try to find temporary accommodation for the workers.

How can I be sure that the workers will stay and work for me as long as I want them to?

As an employee they can terminate the assignment, according to current labour legislation by providing a suitable notice period. However, fairly treated employees will almost certainly stay and work till the end of the contract. If workers leave we will source additional workers and you only pay you monthly fee while they are engaged.

How soon will workers be able to start working for me?

The procedure, from the moment you place an order until you physically meet your employees, in normal circumstances, takes no longer than two to three weeks. If you are looking for someone sooner – please tell us and we will try to organise the workers for you as soon as possible. This may attract a higher fee.

What if the workers are not suitable?

Allisten makes the best possible effort to provide workers that exactly match the Client’s criteria. However, if the workers are not suitable the client can terminate the employment and request a replacement from Allisten. The Client should inform Allisten immediately to take steps to replace the worker if they are unhappy with the quality. The Client may ask the worker to leave the workplace and will only be charged for the work performed. We may ask you to explain the nature of unsuitability as this will help us to avoid the situation from repeating in the future and determine what steps we should take in relation to the worker.

Will the workers speak English?

The Client should specify the required level of English at the beginning of the recruitment process. Generally, the younger generation have a much higher level of English. In some professions, good knowledge of English is very rare, but it does not exclude the high quality of work and professionalism. In most cases, the best solution is to organise teams, where workers with a poor knowledge of English are accompanied by a worker who has good English skills. This does not increase the cost to the employer. Allisten can organise such teams and the Client can be sure that communication will not be a problem. Such an English speaking person would not only work as a translator but would generally be the foreman of the group and would also work in his own profession (if applicable) or as a general labourer. However, in many cases, the basic level of language competence and ability to read engineering drawings is sufficient. In order to ensure good understanding of the Health and Safety Induction, Allisten can help in translating the manual into the mother tongue of the worker(s).

What type of sourcing does Allisten specialise in?

Our main activities is the sourcing of tradesmen for the engineering construction industry.
